NIGERIA – President Bola Tinubu has declared a state of emergency in Rivers State due to escalating security threats. In a nationwide address on March 18, 2025, he outlined ongoing political tensions and his efforts to restore order since September 2023.
As part of the emergency measures, Governor Siminalayi Fubara, Deputy Governor Ngozi Odu, and all members of the State House of Assembly have been suspended for six months. Admiral Ibokette Ibas (retd.), a former Chief of Naval Staff, has been appointed as interim administrator.
Constitutional Backing for Emergency Rule
Under Section 305 of the 1999 Constitution, the President can declare a state of emergency when law and order break down. However, the declaration must:
Be published in the government gazette
Receive National Assembly approval
Secure a two-thirds majority vote in the legislature
These steps ensure that emergency powers are not abused.
Previous State of Emergency Declarations (1999-Present)
Since Nigeria’s return to democracy in 1999, there have been several state of emergency declarations:
1. Plateau State (2004) – Declared by President Olusegun Obasanjo due to ethno-religious violence. Governor Joshua Dariye was suspended, and Major General Chris Alli (retd.) was appointed as administrator.
2. Ekiti State (2006) – Following a leadership crisis and Governor Ayo Fayose’s impeachment, Obasanjo imposed emergency rule and appointed Brigadier General Adetunji Olurin (retd.) as administrator.
3. Borno, Yobe, and Adamawa States (2013) – Due to the Boko Haram insurgency, President Goodluck Jonathan declared emergency rule in May 2013. While governors were initially suspended, a Supreme Court ruling later reinstated them.
