NIN-SIM Linkage: NCC Sets September 14 Final Deadline for Compliance

The Nigerian Communications Commission (NCC) has announced that over 153 million Subscriber Identification Modules (SIMs) have been successfully linked to a National Identity Number (NIN), achieving a compliance rate of 96%, up from 69.7% in January 2024.

In a directive issued on Wednesday, the NCC instructed all Mobile Network Operators (MNOs) to ensure the mandatory verification and linkage of all SIMs to NINs is completed by September 14, 2024. Starting September 15, 2024, the NCC expects all active SIM cards in Nigeria to be linked with a valid NIN.

Reuben Muoka, Director of Public Affairs at NCC, stated that the SIM-NIN linkage process is entering its final phase, urging all Nigerians to cooperate fully to reach 100% compliance. He stressed the importance of the linkage in securing the nation’s digital economy and improving trust in digital services.

“The complete linkage of SIM cards to NINs is crucial for enhancing security in the digital space. This initiative will build confidence in digital transactions, reduce the risk of fraud and cybercrime, and promote greater participation in e-commerce, mobile banking, and financial inclusion,” Muoka said.

In collaboration with the Office of the National Security Adviser (ONSA) and the National Identity Management Commission (NIMC), the NCC revealed disturbing cases where individuals held excessive numbers of SIM cards, with some exceeding 100,000.

The NCC emphasized its commitment to working with security agencies to crack down on the illegal sale of pre-registered SIMs, thereby safeguarding national security and ensuring the integrity of Nigeria’s mobile networks.

The Commission also urged Nigerians who have not yet completed their NIN-SIM linkage, or who have encountered verification issues, to visit their service providers immediately to resolve any discrepancies before the deadline. Self-service portals are also available for the public’s convenience.

Additionally, the NCC reminded citizens that the sale or purchase of pre-registered SIM cards is a criminal offence, punishable by fines and imprisonment. The public is encouraged to report any such activities via the Commission’s toll-free line (622) or social media platforms.
