Sokoto state, Nigeria–The Sokoto State Government has called on its Ministries, Departments, and Agencies (MDAs) to intensify efforts in generating internally sourced revenue to support the effective implementation of government projects and programs.
The charge was delivered by the Commissioner for Budget and Economic Planning, Dr. Abubakar Zayyana, during a budget consultation session held on Wednesday at the ministry’s conference hall as part of bilateral discussions on the proposed 2026 fiscal estimates of the MDAs.
Dr. Zayyana emphasized that successful budget execution is largely dependent on revenue availability, urging MDAs to explore innovative strategies to boost their internally generated revenue (IGR). He commended agencies that respected their budget ceilings in their submissions and described the session as a critical step toward developing a realistic and citizen-focused budget.
“The strength of any budget lies in the revenue behind it. That is why MDAs must prioritize revenue generation and ensure expenditure plans are aligned with actual income,” the commissioner stated.
In separate remarks, Commissioners from various sectors including Higher Education (Prof. Isah Maishanu), Basic and Secondary Education (Prof. Ahmad Ala), Science and Technology (Prof. Attahiru Sifawa), Health (Dr. Umar Wurno), and Information (Alhaji Sambo Danchadi) expressed their support for the state’s fiscal direction. They described the discussions as timely and constructive, affirming their ministries’ readiness to align their 2026 budget proposals with available resources.
Other MDAs represented included the Ministries of Social Welfare and Humanitarian Affairs, Energy and Petroleum Resources, Livestock and Fisheries Development, the State Independent Electoral Commission, and the State House of Assembly Service Commission. They applauded the process, noting that it would help them develop well-prioritized and realistic budgets aligned with Governor Ahmad Aliyu’s nine-point SMART agenda.
Earlier in the meeting, Director of Budget, Alhaji Buhari Musheshe, explained that the review process was guided by three key principles: ceiling, ranking, and clear description. He urged all MDAs to rank their projects by priority and provide detailed justifications to ensure alignment with the administration’s development goals.
The session was also attended by the ministry’s Permanent Secretary, Hajiya Maryam Barade; Chairman of the Coalition of Civil Society Organisations, Comrade Bello Gwadabawa; and officials from the State Internal Revenue Service.
