Senate-AGF Talks on Tax Reform Bills Stalemated

Efforts to resolve disagreements surrounding Nigeria’s tax reform bills remain inconclusive following a high-level meeting between the Senate and Attorney General of the Federation (AGF), Lateef Fagbemi (SAN), on Monday.

The bills, sent by President Bola Ahmed Tinubu to the National Assembly in October 2024 for swift passage, have faced resistance, prompting a halt in legislative proceedings to allow for wider consultations.

A Senate committee led by Minority Leader Senator Abba Moro (PDP, Benue South) met with key government officials, including the AGF, the Federal Inland Revenue Service (FIRS) Chairman, Zacch Adedeji, and other stakeholders, to address the contentious areas.

Senator Moro, addressing journalists after the two-hour meeting, disclosed plans for a follow-up session to finalize unresolved issues. He emphasized the importance of crafting legislation that meets the needs of Nigerians.

Meanwhile, the FIRS Chairman offered contradictory statements regarding further engagements, initially dismissing the possibility of another meeting before later acknowledging the need for continued dialogue. Despite this, Adedeji expressed optimism about the progress, citing positive feedback from lawmakers.

The tax reform bills, which passed a second reading in the Senate on November 28, 2024, aim to revamp Nigeria’s tax structure for improved fiscal performance. Key figures at the meeting included Taiwo Oyedele, Chair of the Presidential Fiscal Policy and Tax Reforms Committee, and Dr. Mohammed Bello Shehu, Chair of the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC).

Stakeholders anticipate the third reading of the bills at the National Assembly soon.
