NUPRC Completes Review of Marginal Fields Licence Renewals

Abuja, NigeriaThe Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has finalized the individual review of marginal fields licences up for renewal, the Chief Executive Gbenga Komolafe announced at the close of the 2025 PENGASSAN Energy and Labour Summit.

Komolafe explained that while the 2020 marginal field bid round concluded before NUPRC’s establishment, the Commission ensured awardees were assessed strictly under the Petroleum Industry Act (PIA). The Act requires milestone-based compliance rather than simultaneous fulfillment of all conditions.

NUPRC set technical assessment criteria, made it transparent, and deployed an expert team to evaluate each company on a case-by-case basis. The results, submitted to the Minister of State for Petroleum, will inform licence renewals in the coming weeks for those meeting milestones.

Addressing production growth, Komolafe highlighted strategic initiatives supporting Nigeria’s Project One Million Barrels per Day target through industry collaboration, deepwater resource development, cost-efficient cluster strategies, and cleaner energy transitions.

PENGASSAN President Festus Osifo commended Komolafe and NUPRC for transparency and reforms that have strengthened Nigeria’s upstream oil and gas sector.
