The Nigerian Communications Commission (NCC) has temporarily suspended the issuance of new licences for operators in three specific categories, effective May 17, 2024.
Reuben Mouka, NCC’s Director of Public Affairs, announced that the affected categories are the Mobile Virtual Network Operator Licence, the Interconnect Exchange Licence, and the Value-Added Service Aggregator Licence.
This suspension aims to allow for a comprehensive review of market saturation, competition levels, and current market dynamics, according to Mouka’s statement.
Exercising its authority under the Nigerian Communications Act of 2003, the NCC seeks to ensure fair competition and the development of the communications industry through this suspension.
During this period, the NCC will not accept new applications for the mentioned licences. However, applications already submitted will be reviewed based on their merits.

The Mobile Virtual Network Operator Licence permits companies to offer mobile services using the network of a licensed mobile operator. The Interconnect Exchange Licence allows for the interconnection of independent entities to facilitate electronic communications. Value-Added Service Aggregators provide supplementary telecommunication services, such as internet, directory, and content services, beyond standard voice calls.
