Lagos State Introduces Executive Order to Improve Healthcare Delivery

Lagos State Governor Babajide Sanwo-Olu has enacted a new Executive Order aimed at enhancing the quality, affordability, and accessibility of healthcare across the state. The comprehensive Health Insurance Executive Order is designed to overhaul the healthcare system, ensuring it meets the needs of all residents.

During a press conference in Lagos, Health Commissioner Prof. Akin Abayomi detailed that the new initiative will significantly improve health outcomes by establishing a regulated, equitable, and sustainable health insurance scheme for Lagosians.

The initiative aligns with the National Health Insurance Authority Act 2022, which mandates state-level social health insurance to achieve Universal Health Coverage (UHC). Prof. Abayomi explained that social health insurance has various socioeconomic benefits, including risk pooling and minimizing individual financial burdens.

“Social health insurance provides a safety net with equitable features aimed at achieving UHC,” Prof. Abayomi said. “These schemes are typically mandatory, allowing for broad coverage and ensuring that even those with limited resources receive adequate care. The Lagos State Social Health Insurance Scheme, known as Ilera Eko, will be managed by the Lagos State Health Management Agency (LASHMA).”

He noted that while private health insurance is voluntary and profit-driven, offering a range of services based on affordability, the integration of social and private health insurance systems in Lagos aims to broaden access and promote sustainable healthcare coverage.

The Executive Order includes key measures to transform healthcare delivery in Lagos, including a significant campaign to foster the adoption of health insurance as both a social and economic necessity.
