INEC to Issue Certificates of Return to Winners of By-Elections, Court-Ordered Re-runs

Abuja, NigeriaThe Independent National Electoral Commission (INEC) has announced that it will present Certificates of Return to winners of the recently concluded by-elections and re-run polls held across the country on Saturday, August 16, 2025.

In a statement issued on Tuesday by the National Commissioner and Chairman, Information and Voter Education Committee, Sam Olumekun, the Commission confirmed that the presentations will be made in accordance with Section 72(1) of the Electoral Act, 2022.

The elections, which covered two senatorial districts, five federal constituencies, and nine state assembly constituencies, resulted in the emergence of new legislators across multiple states.

According to INEC, the presentation of Certificates of Return to Senators-elect and Members-elect of the House of Representatives will take place at the Commission’s national headquarters in Abuja on Thursday, August 21, 2025, at 3:00 p.m.

Certificates will be issued to Senators-elect from Anambra South and Edo Central Senatorial Districts, along with the newly elected members of the House of Representatives for the following constituencies:

  • Ovie North East and Ovie South West (Edo State)
  • Babura/Garki (Jigawa State)
  • Chikun/Kajuru (Kaduna State)
  • Ikenne/Shagamu/Remo North (Ogun State)
  • Ibadan North (Oyo State)

For state assembly constituencies, the certificates will be presented by Resident Electoral Commissioners (RECs) at INEC state offices on Friday, August 22, 2025, at 11:00 a.m.

The affected state constituencies include:

  • Ganye (Adamawa State)
  • Onitsha North 1 (Anambra State)
  • Basawa and Zaria/Kewaye (Kaduna State)
  • Bagwai/Shanono and Ghari/Tsanyawa (Kano State)
  • Okura (Kogi State)
  • Munya (Niger State)
  • Karim Lamido 1 (Taraba State)

However, INEC noted that the election for Kaura Namoda South State Constituency in Zamfara State remains inconclusive due to violent disruptions and emergencies affecting five polling units.

Although voting was conducted, the Returning Officer was unable to declare a result because the number of registered voters (3,572), of which 3,265 had collected their Permanent Voter Cards, exceeded the margin of lead (1,662 votes).

In line with Section 24(3) and (4) of the Electoral Act, a supplementary election will be held in the affected polling units on Thursday, August 21, 2025. The polling units are located in:

  • Shiyar Magaji/Kofar Hamza
  • Tukasu/Sabuwar Kasuwa
  • Kofar Fada/Shiyar Fada
  • Alko/Shiyar Tudu
  • SH/Nufawa/Kofar M. D. Nuhu

In addition to the by-elections, two re-run elections ordered by tribunals were also concluded in Enugu and Kano States. These reruns, previously disrupted by violence, were successfully held, with winners declared.

Ngene Bright Emeka of the Labour Party won the Enugu South 1 State Constituency, while Ya’u Garba Gwarmai of the All Progressives Congress was declared winner for Ghari/Tsanyawa State Constituency in Kano State.

INEC reaffirmed its commitment to concluding all outstanding electoral processes in line with legal and constitutional provisions.
