ILO Launches Comprehensive Data Resource on Labour Migration in Nigeria

The International Labour Organization (ILO) has released a new resource and evidence-based report on labour migration in Nigeria. This announcement was made by Dr. Vanessa Phala, Director of the ILO Country Office for Nigeria, Ghana, and Liberia, and Liaison Office for ECOWAS, during a news conference in Abuja. The event was organized by the ILO, the Nigeria Labour Congress (NLC), and the Employers Association for Private Employment Agencies of Nigeria (EAPEAN).

Dr. Phala highlighted that the reports provide evidence-based insights on labour migration issues, which will aid in formulating government policies and programs for national development. “As the ILO, we believe that policy-making processes should be anchored on strong evidence and driven by data and research insights. These facts inform our engagement on advancing social justice through our decent work agenda, safeguarding the rights of all working people, including migrant workers,” she stated.

The 2019 Labour Migration Data and Statistics Report, developed by the National Bureau of Statistics in collaboration with the Federal Ministry of Labour and Employment, aims to enhance understanding of labour migration in Nigeria. Dr. Phala noted that the COVID-19 pandemic and other policy changes necessitated revising the Code of Conduct for Private Employment Agencies (PEAs) by the Human Capital Providers Association of Nigeria.

Comrade Emmanuel Ugboaja, General Secretary of the NLC, reaffirmed the congress’s commitment to advocating for fair recruitment practices and protecting workers’ rights under decent working conditions in Nigeria.

Representing the Permanent Secretary of the Federal Ministry of Labour and Employment, Ismail Abubakar, the Director of Employment and Wages, Mr. John Nyamali, emphasized that the documents would help the government address labour migration challenges. He stressed the importance of data generation for informed decision-making and economic growth.

Mr. Adeyemi Adeniran, Statistician General of the Federation, added that collecting data on labour migration is crucial for understanding the employment and engagement of migrant workers in the country. Labour migration significantly influences national mobility, and accurate data and statistics are essential for addressing related challenges and opportunities in Nigeria.

The event’s highlight was the unveiling of three reports on labour migration and the Code of Conduct for Private Employment Agencies.
