FG, Oil Companies Develop Framework for Helicopter Landing Fees

In response to recent concerns over the suspended helicopter landing fee, the federal government, alongside International Oil Companies (IOCs) and Local Oil Companies (LOCs) under the Oil Producers Trade Section (OPTS), has initiated the development of a comprehensive framework to guide navigational services in Nigeria. This framework will be in place ahead of the resumption of the helicopter landing levy collection.

The controversy began when the federal government granted Messers NAEBI Dynamic Concept Ltd exclusive rights as a consultant to collect the landing levies. This decision sparked reservations among stakeholders regarding the appropriateness of the fees.

Addressing these concerns, the Minister of Aviation and Aerospace Development, Festus Keyamo, suspended the levy, effective May 30, 2024. He subsequently established a committee comprising members from the Ministry of Aviation and Aerospace Development, relevant agencies, the Airline Operators of Nigeria (AON), IOCs, and NAEBI Dynamic Concept Ltd. The committee was tasked with reviewing the issues raised by stakeholders and submitting a report by the end of June 2024.

LEADERSHIP has learned that the committee has completed its report, recommending the resumption of the helicopter landing levies. In anticipation of this resumption, a meeting was held involving representatives from the oil companies, ministry officials, NAEBI Dynamic Concept Ltd, and aviation industry regulators. The focus of the meeting was to establish a workable framework for navigational services.

The meeting included participation from several IOCs, either in person or virtually, including members of the OPTS Oil Producers Trade Section, as well as representatives from Agip, Shell, Total, Mobil, Elf, and Chevron, among others.
