Tinubu Approves SPEC’s Terms of Reference

President Bola Tinubu has sanctioned the terms of reference for the newly established Office of the Special Presidential Envoy on Climate Action (SPEC).

A statement indicated that this approval aims to clarify the office’s functions within the climate and green economy framework.

SPEC will serve as the primary negotiator on climate-related issues for the Federal Government, reporting directly to the President.

It will also lead negotiations on carbon market and management initiatives, with a directive to incorporate the work of the Intergovernmental Committee on the National Carbon Market Activation Plan (NCMAP) into Nigeria’s climate action strategies.

According to the terms of reference, SPEC will act as the liaison between the Secretariat of the National Council on Climate Change (NCCC) and the NCCC Supervising Council, chaired by the President.

The office will coordinate all climate action-related activities across Federal Ministries, Departments, Agencies, legislative bodies, and subnational entities. This coordination is crucial to advancing the President’s Climate Action and Green Economic Agenda. Additionally, SPEC will engage with other nations, international organizations, and NGOs to build coalitions and further global climate goals in line with Nigeria’s national interests.

It will also serve as the focal point for the Federal Government’s engagement with the United Nations Framework Convention on Climate Change (UNFCCC), Conference of the Parties (COP) meetings, and other international climate-related events.

Moreover, SPEC will oversee the activities of relevant Federal Ministries, Departments, and Agencies to ensure Nigeria meets its Nationally Determined Contributions (NDCs).

The office will act as the Secretary of the Presidential Committee on Climate Action and Green Economic Solutions, led by the President.

SPEC will be Nigeria’s chief diplomat and lead representative in all climate-related negotiations and will oversee the Energy Transition Office.

It will have the authority to manage all non-executive operations related to the National Council on Climate Change (NCCC) and supervise the NCCC secretariat, providing regular reports to the President between NCCC Supervisory Council meetings.

The office will also serve as the primary interface with the Central Bank of Nigeria, the Federal Ministry of Finance, the Federal Ministry of Power, the Federal Ministry of Environment, and other critical institutions regarding the management of climate-related donor finance, renewable energy finance, and green industrial growth.

Additionally, SPEC will chair the Presidential Steering Committee on Project Evergreen.

President Tinubu has also expanded the membership of the Presidential Committee on Climate Action and Green Economic Solutions (P-CAGE).

New members include representatives from the Federal Ministry of Budget and Economic Planning, the Federal Ministry of Foreign Affairs, the Federal Ministry of Petroleum Resources (Gas), the Federal Ministry of Innovation, Science & Technology, the Energy Transition Office, Mr. Somkele Awa-Kalu, the NNPCL, and the Special Assistant to the President on Energy Transition, Ms. Yasmin Mohammed.

The statement concluded by noting that the Presidential Committee on Climate Action and Green Economic Solutions will be inaugurated in July, and the President expects the committee to demonstrate diligence, dedication, and patriotism in achieving the administration’s climate action and green industrial growth goals for the long-term benefit of Nigerians and Africans.
