In November 1992, the Special Anti-Robbery Squad (SARS) emerged as an official unit within the Force criminal investigation department in Lagos, with a primary focus on combatting violent crimes, particularly armed robbery. However, over the years, allegations arose, suggesting a misuse of power by SARS operatives, leading to dire consequences.

Deviation from Objectives

Contrary to its mandate, evidence surfaced indicating that SARS operatives engaged in extortion, targeting youth based on appearance and unsubstantiated allegations. This shift from their original mission stirred public outrage as innocent lives were lost in the process.

Victims of SARS Unprofessionalism

Several cases exemplify the tragic outcomes of SARS encounters, including incidents involving Kazeem Tiamiyu, Kolade Johnson, and Mus’ab Sammani. These incidents fueled the growing discontent among Nigerian youths, culminating in a call for the dissolution of SARS through peaceful protests.

The Eruption of Nationwide Protests

On October 8, 2020, Nigerian youths took to the streets in a unified demand for the dissolution of SARS. The protests gained momentum, attracting celebrities and public figures, leading to critical moments like the address by Lagos State Governor Babajide Sanwo-Olu on October 9, 2020.

Government Response and Escalations

In response to the protests, government officials acknowledged the need for action against police brutality. However, the formation of a Special Weapon and Tactics Team (SWAT) to replace SARS faced skepticism. The situation escalated with attacks on protesters in Lagos and Abuja on October 14, 2020.

Heightening Tensions and Suppression

On October 15, 2020, the prohibition of demonstrations in the Federal Capital Territory heightened tensions. The government’s assertion that demands had been met contradicted public sentiment, leading to further clashes and attacks on protesters near the state secretariat in Alausa.

Cyber Activism and Tragedy at Lekki Toll Gate

Anonymous, a hacktivist group, expressed support for the protests, while the Lekki Toll Gate incident on October 20, 2020, marked a turning point. A 24-hour curfew, declared by the Lagos State governor, preceded reported shootings by the Nigerian Army, resulting in disputed casualties.

Aftermath and Investigations

In the aftermath, the SARS unit was dissolved, but conflicting narratives emerged. The Lagos State Government established a panel to investigate the Lekki Toll Gate shootings, presenting its findings on November 15, 2021. Legal challenges to the panel’s legitimacy were raised by prominent figures like Femi Falana and Festus Keyamo.

Rebuilding and Reform

Amidst the controversies, Governor Sanwo-Olu initiated the Rebuild Lagos Trust Fund through an executive order, aiming to restore facilities damaged during the protests. The events surrounding the dissolution of SARS reflect a complex interplay of public outcry, government response, and ongoing efforts to address systemic issues in law enforcement.
